What does still apply: the job is home improvement over $200, so the contractor still needs a Department of Consumer Protection registration, and a licensed plumber still has to do any piping installation or replacement. The bar is lower here, which is a reason to look harder rather than less hard.

Getting a Tank Out of a Stamford Basement
